Construction of a Container Terminal at New Mooring, Chittagong under Chittagong Port Authority
Phase-A: Planning, Documentation, Bidding, Evaluation etc. The services to be provided by the Consultant shall include but not limited to: Collect, check, review and analysis all relevant data, information, reports, drawings and charts; Carry out detailed survey and investigation of the proposed development area for determining; the boundaries of land available; layout and boundaries of existing structures, roads, railway lines and other utility services; the physical, topographical, hydrographic, drainage, sub-soil conditions and the geo-technical information & specification; Assess the detailed requirement of various facilities to be built or developed in the proposed new terminal area for balanced and optimum utilization of existing and proposed facilities; Study and analyze the suitability of different handling systems keeping in view the operational requirements and constraints; Prepare and submit specifications, evaluation criteria and training requirement for equipment in details; Prepare pre-qualification and bidding documents for construction work on "Design and Construct" basis and criteria for evaluation and assist CPA in the bidding and evaluation including checking of the design, bill of quantities, standards and assumptions etc. submitted by the bidders; Assess the environmental conditions in the vicinity of the proposed project site that will be affected by the planned construction and operation and suggest measures for disposal of storm water, sewerage, garbage and other impurities.
Phase-B: Administration and Supervision of contract for construction works: Assist CPA in the award of the contract, prepare and submit final contract documents along with working drawing upon award of contract. Administer the contract, act as “the Engineer” in accordance with the condition of contract and provide necessary inspection and supervisions of the works and supplies for effective control of quality, costs and time and conformity with specification and terms and conditions of the contract. Check and certify contractor’s bills and claims assist CPA in handling any dispute arising out of the contract except arbitration. Prepare and submit reports (monthly and quarterly) on the progress of the work and performance of the contractor. Prepare completion reports and certify all as-built drawings in reproducible form. Assist CPA in the final inspection and acceptance of the works and provide necessary services as may be required during the Contractor’s Maintenance period and issue Maintenance certificate on expiry of the Maintenance period
